"Can outside mediation help India and Pakistan?"

The BBC is currently running a debate on the subject of whether India and Pakistan should consider third party mediation. The BBC’s site says:
"The summit between India and Pakistan ended with disagreement over the disputed territory of Kashmir.
Although both countries have pledged to keep on talking, they are blaming each other for the failure at Agra.
Does this mean they can't settle their differences and need outside help? And could outside intervention succeed in such an intractable dispute? Tell us what you think."
