The Delhi Government recently announced its revolutionary IT policy that will have a far reaching impact on all the residents. IT secretary, S. Raghunathan envisions Delhites by 2003 to be full fledge eCitizens.
The policy is governed by 6 Es,
- Electronic governance
- already identified 9 major departments including, revenue, transport, sales tax etc.
- implementing infrastructure for digital signatures and transfer of electronic records
- Equality
- IT to be used as an instrument to provide new opportunities to bridge the gap between the rich and poor
- Education
- computer labs in all government schools by 2003 and the implement 'teach the teachers' programme for upgrading the computer skills of teachers
- Employment
- create numerous new IT related opportunities in the government and private sector
- Entrepreneurship
- government to setup an incubation center for entreprenuers and prospective employers
- Economy
- jump start the IT economy the state will promote hardware and software trade within the state as well as lobby the central government
Delhi's commitment to embrace the change and transform itself for the digital economy is very encouraging. The government will constitiute a Task Force headed by Chief Secretary P.S. Bhatnagar and comprising of members from the the industry and academia.
